AMOA vs MOE: Roles in an SAP S/4HANA Project

6 min

In an SAP S/4HANA project, confusion between AMOA, MOA and MOE is a major cause of failure. Here is how to clarify roles.

MOA — Project Owner

MOA represents the client: business leadership, IT, sponsors. It defines requirements, validates deliverables and owns the budget.

MOE — Delivery

MOE designs and delivers the solution: SAP consultants, ABAP developers, BTP architects.

AMOA — Delegated Project Owner Support

AMOA strengthens the client MOA when internal skills are insufficient. It structures governance, writes specs and manages the integrator.

When to outsource AMOA?

When your internal team has not led an SAP program recently, or when the project exceeds 12 months with multiple modules and subsidiaries.

The trap to avoid

Assigning both AMOA and MOE to the same integrator without internal MOA or independent AMOA creates a conflict of interest.
